The Billiard Congress of America is a national organization that promotes billiards and organizes pool players. It is headquartered at Broomfield in Colorado and has an office in Atlanta, Georgia. BCA has been involved in every aspect of the sport. It is also a key player in the promotion of 3-Cushion and snooker.

The Official Rules and Records Book (or Official Rules and Records Book) is one of the many activities that the organization has undertaken. This concise rulebook contains the standardized rules utilized by the World Pool-Billiard association (WPA). It also has a rule book that outlines the rules of a variety of other games. The U.S. Open 14.1 Championships are also promoted by the BCA.

It will be joining forces with Amusementexpo International (AEI) during the March 27-30 2023 Las Vegas event.
The Billiard Congress of America Official Rules and Records Book can also be found at the BCA. It has rules for all games of billiards, including nine-ball. It also contains a rulebook that covers games not subject to international competition.
The BCA is not as focused on league play as the Billiards Association of America (APA), but it's one of the largest supporters of the sport. It offers education resources, leadership opportunities, referral services, and other support.
