Rotation Pool consists of a pool table and cue balls. Rotation Pool is similar to ten and nine-ball, in that the players can pocket the lowest number of balls on the table first. It does have some additional rules, however, that go beyond the General Rules of Pocket Billiards.

The rules of rotation pool are based on the point system, which means that the player who pockets the most balls in a given frame wins. A point schedule determines the numerical values of the pool balls, ranging from one to fifteen. Other handicapping systems may also be available to players. Players who have a lower ball value can only get a higher ball the same shot. This allows players to have different points totals.

Rotation Pool is played on a billiards rack that is a triangle in shape. The lower-value balls on the table are usually pocketed first and the higher-value balls are kept on the same play. The balls are also randomly placed on the rack. The "money balls" are located in the upper-thirds of a rack and are designated as such. They are assigned dollar amounts.
